Linphone is only recommended on iOS. If you really must use Linphone, there exists a workaround for this bug in most versions: add your account using the "wrong" username (simply delete the ~) and then later edit your account again and add the ~ back. Chat with xmpp:cheogram.com in your XMPP client and say reset sip account to register with the new username (all numbers, no "~")
